Can anyone make a reasonable guess to year and groupset on this Allez

Looking to buy this off of FB Marketplace because why not, but curious if anyone has a good guess to the year and what groupset it has.

Yeah, it's a common way to make an ill-fitting bike work.

Seat angled down even though bars are high.
Crazy fork extender weirdness.
Bars super high with "erect" stem.
Doesn't even look like the front wheel is aligned straight with the bars! 😯

Ehh, it sold out from under me. I was going to strip it down and use it as a winter beater/ trainer bike. Finding a decent cheap bike in my size in my area is damn near impossible.

Its a stem extender. Thats why there are multiple pinch bolts on the steerer above the head tube. Stem extenders are a relatively common way to make a bike fit someone who has a totally different fit need than what the bike traditionally allows. I see them mostly on road bikes with older cyclists. I am guessing they try the bike in a parking lot, find the position acceptable, then are in pain for anything over 30min of riding so they get a stem extender to push the bars up a bunch.
