I notice it has a newly replaced front crank, why didn't he replace the rear crank.

I'd ride it, and I'm 250#. Techniums are great bikes, I have one for my teenage son right now, and as the seller says, $40 is a great price for the component set alone if you don't want the frame. Suntour accushift 6sp system is pretty good, although I can't tell if either of the derailleurs are actually still on the bike. Wheels are probably decent for the vintage too.

A dent of greater than 10% of the diameter is considered a failure of a 4130 tube.

My point precisely. The lesser ductility of of a hard aluminum alloy material has decreased tolerance to deformation. That pic shows what looks like damage somewhere near 25% of the tube's diameter.

Wow, nothing like aiming high! You have to admit though, it IS clean, just not $700 clean. If he found the right guy that had one just like as a kid and was having a seriously bad case of nostalgia, had more money than brains and knew NOTHING about bicycles who knows? He might just get it.
