I ride Gipiemme Pista Street's on my fixed and find them light and bombproof. Also have Araya Abyss rims on tensile hubs which aren't too bad. If you want lightweight and strong it'll cost just like it does on any other bike fixed or geared. Ebay for good hubs and rims and have a pair built is good if you get lucky. Also check out H PLus Son rims they are strong and massively popular over here in the UK

Yes, they are heavy and costly. Try building your own with the components you want! It will cost but then you'll be happy! The money is just a possession, spend it!

Used carbon hoops are usually pretty affordable on eBay, just have to wait a while sometimes. Sourcing the individual components you want will allow you to build a lighter and more personalized wheel, but will likely cost more, as others have said.

Superteam makes very affordable wheelsets, regularly available on Amazon. They're not the greatest, but for an 88mm deep carbon track wheelset they're hard to beat at their price point.

Wabi original wheelset is still pretty light and a good value.

Those inexpensive wheelsets are inexpensive because they are heavy and of basic quality. It's worth it to save up for a $295 set.

Here is a nice wheelset from Velomine (Sun M13 to Formula hubs) in the more affordable price range. Be sure to get a spoke wrench as my experience with Velomine is they provide a good whhelset, but you will need to tension them yourself.
