They look like Philippe Porteur bars

The stem is surely Phillipe. Hence, the porteur bar should be Phillipe as well. If not, may think about Belleri Porteur bar also from France.

The last idea is Velo Orange porteur bar.

Slightly OT - stem binder is an ALGI. Nut is mounted backwards from what is intended by mfr. It is not meant to be a false acorn.
