I am assuming the price is a result of some of the unique features? brakes on both sides of the handlebars! gears that you can move to different speeds!

I want to know the backstory, what kind of mad max scenario got the frame into this state?
I once had a bike blow off my trunk-mounted car rack on the freeway because I was a dumbass and forgot to use the straps, but in that case the damage was all sustained by tacoing the back wheel, the frame (Surly CrossCheck) is fine
