My bike manufacturer/builder and year built is unknown but my guess is it's from the early 1980's (bought as a NOS frameset in 1989).

Sign at the trailhead where I rode on Thursday(blue heron in Greensboro). Bike isn’t officially c&v, but is about 15 years old and obsolete by today’s standards (26” wheels).
