Maybe, might be tarnish, might try evapo-rust, might want to be cautious, might have to get nasty, good luck.

Kinda looks like tarnished nickel silver. that would polish nicely..
If you're going to evaporust it, test it in a small area first.

No chrome on the stem. It’s polished aluminum with a sprayed clear. The clear is fading. I would polish it.

Looks like rust-staining to me. Where the bars steel?

2 mins of something stiff and some elbow-grease will fix it.

Agree that its probably rust stain from the bars. I like to start with the least aggressive methods to avoid scratching though the surface , so I'd give it a stong wash with detergent, then hit it with Flitz on an old t shirt.

If hand polishing doesn't cut it, I'll go with machine polishing. I have bench buffer, but often use a set of cheap buffers that go into a hand drill, and Flitz. Buffer set was $12 on AMZ.

That stem made of steel or aluminum? It's for the track, so could be either I suppose.

Looks like environmental anodizing or staining, should respond readily to metal polish.

I had a faded, gunmetal-anodized TTT aluminum stem that I wanted to use on an earlier Bianchi, so I went at it with compound and polish while it was in place on the bike.
It took work but the tint lightened up nicely, matching the bike's other components.
