Agree that its probably rust stain from the bars. I like to start with the least aggressive methods to avoid scratching though the surface , so I'd give it a stong wash with detergent, then hit it with Flitz on an old t shirt.
If hand polishing doesn't cut it, I'll go with machine polishing. I have bench buffer, but often use a set of cheap buffers that go into a hand drill, and Flitz. Buffer set was $12 on AMZ.

That stem made of steel or aluminum? It's for the track, so could be either I suppose.
Looks like environmental anodizing or staining, should respond readily to metal polish.
I had a faded, gunmetal-anodized TTT aluminum stem that I wanted to use on an earlier Bianchi, so I went at it with compound and polish while it was in place on the bike.
It took work but the tint lightened up nicely, matching the bike's other components.
