I think American Eagle was a re-brand from Nishiki. I see barcons but can't tell if it's a claw hanger for the RD or a brazeon mounting. Wonder if it was their "Semi-Pro" modeland if so, that might put it on par with the latter Nishiki Semi Pro?? At $45 I definitely would look (or ask for a close up). Hopefully the rusted chrome on the forks is only on the surface.

It may be a Mavic TDF neutral support bike. IIFC, Cannondale supplied the frames one year during the 1990s.
