trek 400 - need front wheel cones and ball bearings
So I'm rebuilding this bike for a friend.. the front wheel has a little grinding.. so I wanted to buy just the outer ( removable cones ) and a new set on ball bearings.. any Idea where I could obtain these?? John

Typically, you'll have ten 3/16" balls per side.
Shimano alone had dozens of different cones for their various hubs.
Without a brand & model# one wouldn't have a clue which cone you need.
Trying to find replacements for old cones can be near impossible to sometimes very expensive.
If you have actual grinding, I'd inspect the bearing race to make sure it's not pitted before i invested in cones.
Bearings are relatively cheap & generic. Grade 25 is what we usually use, but even lesser grades such as 100 or 200 are suitable. Typically the price difference doesn't justify the cheaper bearing balls.

As a parts those can be difficult to source, a coop or a local shop that sells used bikes could have some old hubs for parting out or replacement set of wheels.

Oddly enough a Trek dealer can provide you with all the information and probably even order the parts for you.

I had a 1983 model and the vintage Trek catalog says it came with "Atom alloy" hubs and 27" (ISO 630) wheels. I recall these hubs had conventional cup-and-cone bearings using 10 x 3/16" balls in the front hub and 9 x 1/4" balls in the rear freewheel hub. If the cones are pitted, I'd take them to an older bike shop and just look for a close match. A Trek dealer will probably no longer stock an exact match.
