I'm looking at some fat bikes to get some time in at the shore. I know deep sugar sand requires 4wd locking axles and horsepower, but can 4.6 roll at the high tide line?

yep!
I used to ride on soft sugar sand with 3.8's
Keep the pressure below 7 psi and you'll be fine
(with 4.6's I'd suggest 3-5 up front and 4-6 on the rear)
