What is it??
So, my neighbor died last fall - 52 years old. He was a major bike geek, so I'm trying to help the family out by selling a bunch of his bike stuff. THIS thing was in the box with tools and parts. I'm guessing it is not a bike tool, but I really have no idea what it is. Thought I'd throw it out there and see if the experts on this forum have any idea.

It is a magnetic base for holding a dial indicator or similar

If you have the dial indicator, it could be handy for a number of bike related things like checking the runout on a rim or chainring. Machinist use these with a dial indicator for many tasks, including checking or flatness or attached to a lathe to determine how far in to bring the tool. They are handy items around a machine shop.
I am surprised to see that it is Made in France. Enco is reseller that private labels tools.
