Looks like an assembly scratch to me. The first wheel I ever built was badly scratched from where I struggled to get the spokes into the correct holes. It happens.
edited to add: If the rim is supposed to be “new,” then this scratch raises a question. Why would there be a spoke scratch on a new rim? Maybe someone was going to use it but then changed their mind?

Spoke hole looks normal, so does the other side.

It looks to me to be cosmetic, so I wouldn’t be worried about building a wheel with it. But if you’re like me, a scratch like that would drive me crazy. I was willing to accept scratches and flaws in my first attempts because it’s part of the learning process. Nowadays if I laid a visible scratch on a rim I’m building, I’m likely to start over with a new one.

I have a few of these scratches on my wheels where I drug the end of a spoke across the rim finding the nipple hole. My fault but certainly sobering when I latter spotted the scratches... Ha

Good you ask. As John Thompson said if it were more than a scratch you should is the indication in the internal diameter of the spoke hole where where a crack would originate and likewise the same indication when viewing that area from the inside of the rim spoke hole with a good light.
