Caliper Fixing Bolt/Basic Questions

Caliper Fixing Bolt/Basic Questions
Hi all,
This is my first time building up a frame from scratch. Working with a Ibis Hakka Mx with GRX/105 components.
The build is almost done, but hit a snag with the Rear Caliper mounting (105 calipers/Flat mount). The caliper fixing bolts that I have are either too short or two long.
I measured the chain stay thickness to 25mm, so I assume I need 38mm bolts per Shimano's manual.
1. Do I need to take into account the 160mm adapter with the frame thickness?
2. Are the silver spacers that fit below the chain stay necessary or do they just take up slack for longer screws?
I'm a little thrown off because the shimano manual states that there should be 13mm of bolt protruding

No, they can't. That's why there are so many sizes and Shimano provides such detailed instructions for choosing the correct ones. They have the little pin/head on the end for the safety clip. You could them but that's not the right way to do it.

I'm not sure about Shimano but for TRP flat mount calipers, the caliper bolts directly to the adapter with included bolts and the adapter then bolts through the chainstay with separate bolts.
