Where To Find Campy Hub Cones
Looking for NOS cones for a set of what I think are Victory hubs. Any sources?
Also, (i cant remember now) the front hub has 10, 3/16ths inch bearings, and the rear has, the typical 9, 1/4" bearings. Was that right for the rear?

Victory cones are the same as Triomphe and Gran Sport. Yes, the fronts use 3/16" balls and the rears use 1/4" balls. Be aware that Record front cones do not interchange, as they are ground for 7/32" balls. Nor will Japanese or French cones work, as they are threaded 1mm pitch, while Campagnolo are 26tpi. Miche, and Ofmega cones are also 26tpi, but in my experience are inferior to Campagnolo's cones.

I have an old Campy record hub that I was re-habbing. This is several years ago and I can't find the record of the purchase. But I think I found one that matched from Wheels Manufacturing. I made some measurements on the worn cone and got one there - IIRC.

After the last time I had to replace cones on a Shimano hub…finding “exact” replacements proved impossible (i.e. the Shimano part number no longer exists, nor is there a cross reference to a new part number). There really wasn’t even a 3rd party duplicate out there. So, you might end up having to find a cone with the same exact measurements and dimensions. Wheels Mfg seems to be a good resource for them. Again…you’ll need to get precise measurements of the current cones you have, and hope to find a match on their website.
