The 2 rims I am looking at are 21mm and 24mm. For touring I use 35c (Tubes), but for bunch rides I drop to 32c (Tubless).
I would go with the 21 mm width as it's becoming a fairly common standard and some 32c tyres are not compatible with 24 mm internal width rims (eg. Pirelli Cinturato).

That’s a good point about the emerging standard, and I think a sound piece of advice.

For wider tires, I prefer 622x18 or wider rims, but don't always stick with my preferences.

Currently I'm using 622x14 road bike rims on one hybrid, because my old wheelset was wrecked when a car hit me. A friend gave me that narrower wheelset, so I'm still using it. Fine with narrower tires, up to 700x28. But with my favorite 700x42 tires there was so much tire overhanging the rims, unsupported, the handling felt mushy on fast curves, especially on bad pavement. Too much tire squishing sideways.

So I'm shopping for a decent set of 622x18 or wider rims for that bike. The 622x14 set will go on my older steel road bike with 700x25 or x28 tires.

My other hybrid has 622x19 rims and 700x45 tires, no problems. Still a bit narrow for those tires, but I'm not riding fast on that heavy hybrid. It's just for errands and casual cruises with friends.
