Are these carbon repair marks or just paint chipping off?

I'm looking at a pre-owned carbon bike and it has marks in head tube / front fork area.
Not sure if it's just paint chipping off or damage to the carbon that's been repaired or something.
Also not sure why the paint would chip off in that area, if it were just paint issue.
Let me know what you guys think

Looks like rub marks. Maybe from a bag or transport.

Are the edges between the layers as smooth and feathered out as it looks in the picture?

I say either they were sanded out with the intention of painting, or someone has been using a buffing wheel to try buff out some scratches.

That's not a carbon bike. The fork is carbon, frame is aluminum.

That looks like a transportation mark. Nothing to worry about.

I bought some black vinyl carbon faux decals on Amazon. Works well for covering up blemishes, logos and for also frame protection.
