Stem and shim height compatibility

I'm replacing the stem on a 1" steer tube, so I need a stem shim. Can I safely use a 38mm shim with a 40mm stack height stem? If not, is there a reason why 40mm stem shims aren't available where 40mm stems are (online and multiple LBSs)?

Bikes: '96 Litespeed Catalyst, '05 Litespeed Firenze, '06 Litespeed Tuscany, '20 Surly Midnight Special, All are 3x10. It is hilly around here!

Yes, the 38 mm shim will be perfectly fine with the 40 mm stem clamp height. The minimal height difference will still assure the stem has both clamp bolts tightening on the shim.

Fietsbob. Can you tell me where you ordered the shim. I could use one on my Bike Friday.
