Steel rims, stem shifters, steel crankset, steel handlebars, steel seat post, no down tube shifter braze ons = entry level.

Yes, this appears to be a Mistral, just a really low end one, based on picture below.

What features lead you to thinking Mistral?
Seller has it for $60, thought I try talking him down to $40.

If someone gave me that bike, it would go straight to the co-op. I just don't have the time, or $$ to work on the entry level stuff. It costs the same $$ in consumables, and same hours of time, to work on the low end stuff. I have enough good stuff in my project backlog to keep me busy.

And if I am doing to resell, I would end up upside down $$ wise in my market. I might spend $75 on consumables, and then get $75 for the finished bike (plus it would take 4 to 6 hours of time).

Is this bike worth $40 or $60? Sure.

Yeah, if you need a $50 bike to get around, this is a great deal. Most folks here are in the opposite situation - their spouses are bugging them to get rid of bikes.

Suggestion: If you buy this, turn the handlebars back down. Flipped drop bars are the universal symbol for "tweaker with a stolen bike" and are treated as such by the cops in most jurisdictions.
