Larger tubulars on smaller rims are more likely to pinch flat too, especially of course with lower pressures. Probably not enough to recommend against them unless you get a lot of pinch flats anyway.

I don't believe it's possible to lock a front wheel with any bicycle brake... unless you're on ice maybe.
I like DP brakes just because they're easier to adjust. Pretty handy when you change wheels.
