Rotating cohorts is doctrine for health care staff in a pandemic and it's the right way to handle a situation where people have to be exposed. And yes, to do it right, they will have to test the **** out of them, which they almost certainly won't. Do these kids really have to go back to physical school? That's ultimately a political question.
