What happened to the Bulgier.net site?

I've been using the bulgier site as a very useful guide and now it says that I don't have the proper credentials. How does one get back into it? Pay? if so, how much and How********** Thanks in advance for any and all info.

Just a 403 error. Probably some changes going on at the site. Give it a couple of days.

odd, I looked at it just 2 days ago (max) and everything was (funky as) normal...hope it'sjust undergoing some improvements, I'd hate to lose it.
