Shimano friction bar end shifter question

Shimano friction bar end shifter question
I was down in the basement laboratory frankensteining an older Trek 820 into a sorta gravel grinder when I ran into difficulty, and I need fresh brains.
I have installed a set of Gary bars and the old brake levers off an 86 Centurion that now sports Veloce brifters, when I decided I had to install friction bar end shifters (because command shifters were just not right at that angle.)
Off to the parts drawer I went and came up with a pair of older Shimanos. Here's the issue: One of them is spring loaded, and the other is not. This raises the following questions: Did they come this way, or is one broken? If the one is broken, is this common and is a fix possible? If a fix is not possible, or they came this way, which shifter should/or used to be used for front derailleur and which for rear? Does it make any difference that these are to be installed on a bike with 3x7 GIS derailleurs?
Anyone have some brains they can spare?

Glad to see you are still here, but my how your stable has grown. I do think of you when I see small celeste frames.
I haven't spent much time on the forum for a couple years, since I built the last frankenstein: 86 Centurion RS with Shimagnolo 9 speed components and Weyless Korso wheels. A great rider and probably less than $320 into it.
If no one has an answer to my riddle, I will probably try the sprung lever on the rear, if only because it seems smoother. I get so little time to work on bikes, that I hate to go through two installs if someone has this info still floating in their brain housing group.
Just saw the funny bike on your flickr site. So jealous. Is there a thread?

SKS, The mounting pod for the shifter faces the inside of the handle bar. I don't know of any exceptions.

the only Shimano barcons I ever owned were spring-loaded with a flat coil spring (like a clockspring). If you have one without a spring it could be a variant or have a broken spring...if it will work as "friction only" without the spring, use it for the front I guess.
I never cared much for these with spring or no, the SunTours with ratchet worked (and are still working) much better.
