622x19 rims and 700x28 tires - fail!
622x19 rims and Conti Touring Plus 700x28 tires - fail! Pinched two inner tubes with the lever trying to put them on.
In theory 622x19 rims should take 700x28 tires. Maybe the Touring Plus tires are on the tight side of things.
Anyone with similar experience? What can be done, 700x30 tires or narrower rims? Thanks!

As a general rule, it is a bad idea to use any kind of tool to mount a tire. For best results, use your thumbs. If your thumbs aren't stong enough, there is a trick you can do with your foot; basically you put the wheel down with the last few inches of unmounted tire resting on the floor; stand on the tire, and lift up the other end of the wheel. With luck it will pop on. It's tricky because you can't see what you're doing. That said, there are a couple fancy tools, such as the Crank Brothers Speed Lever, made for mounting stubborn tires; I've watched one in action and was impressed, though not impressed enough to buy such a tool for myself.
Aside from that, certain tire+rim combinations are better than others. Some tires are too tight; others are too loose. Too tight makes for difficult mounting; too loose is a safety issue. I had a Panaracer Pasela 700x35c blow right off a 19mm Matrix rim (fortunately this happened while I was asleep before a ride). I'd rather have sore thumbs than a crash!

What rim?
You should have no problem. I'm running 700x24's on a 622x19 rim.
If I have a difficult to mount tire, I'll wet the edge of the rim with of very soapy water. This makes pulling the tire on much easier.

Yes, some tire and rim combinations are harder to mount than others. But your problem isn't because of the tire width. I currently have a 38mm (not 'c') wide tire on a 19mm 700c rim and on another bike have 20mm tires on that same size rim and both have been working fine.

I have some 32mm Panaracer Pasela's on 19mm Mavic CXP21 rims right now. They actually go on pretty easily, but your tires may not be the easiest ones to mount.

Is this talking about 19 mm inside rim width or outside? I'm not familiar with those Conti Touring tires, but I have installed 28 mm Gatorskins on Mavic MA-2s, Mavic Open Pro, Sun CR-18, and some wider Alex rims, all with pretty good results.
I could see misfitting rim tape causing problems on any of these rims.

I had to learn how to to mount tires with my thumbs. I was pinching too many tubes with levers. Yes, the tight ones are a *****. If you search there's are some good video's you can watch. Mounting a tire seems like a common sense operation, but there are some tricks that make it easier.

people have mounted 60mm+ 29'er tires on 19mm rims. Makes them squishy in turns, and gives the rim maker's lawyers nightmares, but it works.

Ha! I have the same Continental Touring Plus 700x28 tire and the same two pinched tubes. I wanted to replace a squared off 700x28 Continental Contact before riding a century. Eventually gave up trying to mount this thing after running out of time and spare tubes. I also realized that I'd never be able to fix a flat on the road. Put the Contact back on (rolling it on with my thumbs) and rode with a patched tube for my spare. Time to take another crack at it I guess. Maybe the soapy water trick will work. Anyway, I'm pretty sure the bead is tighter than my other Continental tires have been and also that the space for the tube is smaller. I'm going to try using a Schwalbe 18-28 tube which should require less space in the tire.
