No, it's not, but what I'd do is to swap the stem out for something that looks more aggressive and modern, and the same thing with the saddle, going to a color scheme that roughly equates to the bar tape.

i use to know a lady in the club who put on BRIGHT PINK handlebar tape on her no-name road bike. This handlebar was so bright you could see it 1/2 block away! Now that's bright.

I've had this stuff since the mid 90's.
Off the Front Spider tape. Not gaudy except for the termination tape, but plenty weird.
Still looking for the right bike to put it on, but if I do, it will also have my Terry Buzz-Off saddle with the fly embroidered flying out the back.
