A couple of possibilities from my fleet, which I’m trying to reduce:
1974 Norman Fay, made in England, original 27” wheels, MAFAC canti brakes, Shimano drivetrain, SunTour barcons. I had it powder coated a bunch of years ago and it’s held up well:
John Clay all-rounder from 10 or so years ago, built in Tallahassee, FL, 650b x 32mm wheels, Paul’s centerpulls, Shimano mechs and shifters (8-speed), Honjo fenders. Powder coated a few years ago in French blue:
PM me if interested in either—or both!

Have an oem spec 1984 Univega Specialissima in burgundy, and a mostly oem spec 1984 Trek 520. Also have f/r Blackburn racks and full set of Rhodegear bags.
All of the above can be had for under your budget

Pedal to the medal
In the event the specialissma doesn't strike your fancy, I have a 22.5 Nishiki Cresta GT with all the braze-ons available on a production touring frame. It will need a set of wheels as the originals are no longer usable, but otherwise it's complete. It also has the original blackburn rear rack. Don't mean to meddle with a potential sale, merely providing options.

Still looking. I’d be open to nice sports tourers, something like a nice Bob Jackson would be high on my list.

I have some more pictures and information, pertaining to the Richey. I am guessing that the bike is a converted mountain bike and the original handlebar is included. The Rivendale saddle bag and a handlebar bag are also included. The basket is not included (too costly to ship)...
Top Tube (c-c) = 57cm
Seat Tube (c-c) = 52cm
Stand Over Height = 79cm
