Cannondale ST 400
I know a guy who has this "Barn Find", Cannondale ST-400 for sale. It looks great! Drive line and almost everything else looks like it hardly hasn't been used since is made. (Mid-80s.) He wants $400.00 for it. Good buy or should I just keep looking?

These have a following, lots of threads in C&V. Could be a fair price if it's something you want to ride. If it's just a flip there's no more money in it.

If its your size its worth it.
If you have to do wonky things to ride it like slam the seat if its too big or raise the bars and seat too high if too small, -- i wouldnt bother at $400

You could spend a similar amount of money on a Trek FX2 or something. Do you think it remotely possible that a general purpose touring bike from the mid-80's could perform better than a low end hybrid by a major make from right now??!! No freaking way! If this was C&V I might get it, but my assumption is that this purchase is to obtain a working bike. One that can be maintained with Allen wrenches and a Phillips head. One that has nominal (27.2mm) seatpost size and a threadless headset, etc. What size tires on a mid-80's rig? Was 26" or 700C yet established? I'd think this through. FWIW.
