It sits on the front of the rear wheel of a 1972 Legnano

It's to remove rocks, glass and thorns before they have a chance to work their way through and puncture the tube.

barely touching is the usual adjustment

two other names for them are "thorn catcher" & "flint catcher"

they should be mounted pointing forward as are yours
