Frame looks to have been retired, and you have to wonder why.

Possibly one of the seatpost-clamping ears is cracked, or one of the bb cups is stuck(?) ...(removing a stuck steel cup might be quite a chore).
Wherefore hath the fork gone, and why? ...It needs a 38-40mm rake fork.

It's a 74-degree racing frame and with tight tire clearances, so a 25mm tire might be very tight depending on the tire brand/model and on what width rim it's mounted on.

Earlier (than this one) models having the polished bb shell were sometimes prone to corrosion-failure of the seat tube joint.

I rode on these in the early 90's, and found that a smaller frame size using a longer stem made for the better-handling bike descending the canyons around L.A.
The frame stiffness was ample.

Depends what you want to do. If you already have parts for it, and it’s in good shape, it could be a deal. If you’re sourcing all the parts, prepare for it to potentially add up to significantly more than buying a similar complete used bike. And as the previous poster said, you do have to wonder why it’s been stripped to a bare frame. I’d definitely go over it with a fine tooth comb if you plan to check it out.
