WTB: 25" frame/fork or complete bike of the sportier variety.

Looking for a friend. He likes black, earth tones and chrome accents but we're open to anything. Sport touring or racing geo, no tourers. At least double butted, open to mid to high end options. Nothing french threaded. We've got some candidates already but figured I'd check here to see what is offered. Budget is probably around $200 max for F/F, $400 for complete bike.
One thing we've been looking at, for example, is a brown 1982 Team Fuji.

I have what i believe to be A Black painted Puch Luzern( Its not a Vent Noir) it has painted gold lettering with "Made in Austria" and a Shimano Arabesque groupset they did them in 59 & 61 sizes so its one of those two, its in the back of my garage, it needs recommissioning and servicing but the frame appears to be in excellent shape. let me know your level of interest and we can go from there.
I measured it’s a 24 inch ctc seat tube.

Ah, that was my original guess but the chromed stays threw me off. I don’t know my Schwinns well until around ‘84.
I know the earlier ones weren’t full touring the way we think of them now but can you comment on the geo and ride? This is a person looking for more of a get up and go bike for shorter, local rides. So we were steering clear of tourers.

def more the classic "sports/tourer" design rather than the dedicated touring geometry.that was about to come into vogue. It's nicely made, and commendably light, but doesnt "spark joy", as Ms. Kondo might say (although a rebuild might change that plenty).

EDIT: This search just got specific. In continuing to discuss the new to my friend world of vintage bicycles, he's done a lot of his own research and in that time he has become stuck on brown Fuji's (He was particularly struck by a Team and a Royale, neither of which worked out), followed by brown Treks.
I am now searching specifically for 25" Fujis of the mid-upper end variety that aren't tourers. Brown Treks would be second best.

1973 Italvega Super Record, 63cm / 24.8” CTT but I will double check when I have a chance.
Full double butted Columbus tubing frame, fork, stays. Modolo Speedy brakes, Levers, 3TTT stem and bars, Serfas seat, Shimano clipless pedals for sure would go with the bike. We can discuss the Campy parts I was considering taking off including seatpost (27.0), cranks, BB, Headset, clamp on shifters and all cable guides, front and Rear derailleur. Chain is rusted but likely usable, haven’t checked brand yet, Sugino Rings, I could provide a different set of hubs and tubular/clincher rims depending on needs. Look over these two pics, I have more and let me know what you think. Total price may be a little beyond your range, or you could build up the F/F to your/his liking with your own parts.

Here is the Italvega catalog showing the Super Record model and 1974-76 equipment. Note the double chrome seat bands instead of the earlier single long chrome band and more pronounced wraparound seat stays.

Not brown but he couldn't resist the burgundy once he saw it and he gets all the chrome accent that he wanted. Solidly mid range and sport tourer geo in 25".
