I actually got out for a ride in this windy mess today.
The wife wanted to get some exercise, so with her on her Marin, I escorted her around the neighborhood for 3 miles.
After getting her back home, I decided to do a solo ride. I don't have any safe east/west rides from my home, so did my usual north/south route.
It was fun going north, and a good workout coming back south. Ended up with 15 miles.

Even when planning ahead the wind can catch ya off guard. I have been in several head wind anomalies doing the Galveston Texas Island Rides. Some how the wind always ends up in your face...

As I said previously, I'm use to the wind, because it's always a factor here next to the ocean. However, there are times, such as yesterday, when I can and do plan my route according to the wind.
I usually like a headwind going out and a tailwind coming back. Yesterday, I planned a ride with a cross-head wind going out and a cross-tail coming back, but the cross-tail turned into a full on cross wind and at times a cross-head wind. Normally, that wouldn't be an issue, but when you expect a tailwind and get a headwind....it's just demoralizing.

I ride every day these days regardless of the weather, but I ride singletrack trails for my daily rides. When I have been on tour I have ridden in open country in some crazy winds and never took a day off. Sometimes it was tough going, but all part of the game. I may have chosen the time of day to avoid the worst of the wind at times especially in places like Kansas or Wyoming.
Back in my commuting days I'd ride regardless of the wind. Ice or snow might stop, me though.
Other times in my life I may have been more or less motivated and that would affect my decisions.

When the canopy overgrows the rail trail it makes a tunnel, and a tailwind is an air cannon. It's great fun; high mph for very low watts. Green hyperloop 😜

I didn’t like it very much but some guys 40 years younger rode by me really fast. It was on a trail next to the Trinity river. The river runs north and south and has several elevation changes. Nothing big but a lot of them. I rode the last half of a 15 mile rode into a 20mph wind with higher gusts. I found out just how far out of shape I was at about mile 12.

It sucks. It's worse if you aren't on pavement.
About a 25mph wind...not gusts but constant...all the way from the beginning to the high point. When we turned around, one of the guys I was riding with asked when we got the e-bikes?

Yeah, well. Beats the alternative.
