Have a 2013 CAAD10 that is 17.4 lb. A used one should be in your price range. Also built a single from an 80’s Serotta that is 19.8 lb for significantly less then your budget.

If you’re confident, secondhand is the easiest way to accomplish a light bike for cheap. May also be the only realistic option in COVID times.
