The seller probably doesn't know the real value. I own a Trek 1600 from the same era and was shocked to find out it's probably worth ~$200. It's not that I really thought it was valuable, as much as I had no idea.
It does look like the rear wheel has been replaced, but the front has not. The paired spoke design has some problems, and usually results in rear wheel failure. I had to replace my rear wheel as well.

Just a thought: it's worth noting that it's a 63cm -- which is quite large. If this is an appropriate size for you, I probably don't have to tell you that it can be difficult to find bikes that large on the used market -- which might account for some inflation of the price...

That bike looks pretty used/worn.
And, it has an SL Series aluminum frame which are known for cracking at the downtube close to the bottom bracket.
I would normally fix the lower limit for a STI equipped bike in good/average condition at $300-$400 (with working brifters), but this bike is clear not worth that much.
I probably would not offer him more than $150, and that would be after a careful inspection of the frame.
I've purchased several SL Series bikes with cracked frames in the same worn condition for $50-$75 (complete) for parts.
