What’s too tight for Cycling Jersey.
How snug is too tight for Fall weather cycling jerseys. Barely enough room for a short sleeve base layer.
Sizing up too much creates bunch of other issues.

Ditch the jersey and get something like flannel or wool -- y'know, stuff that's worked for a hundred years, even without a logo.

If you cycling kit takes you 30 minutes to put on and 30 minutes to take off then it means that it's too tight.

Uncomfortable for me is when you are standing and the shoulder/chest area is constricted until you get into an aggressive riding position.
Uncomfortable is stopping every 15 mins to pull your pants or baggy cycling shorts back up.

If you normally wear a baselayer, and this jersey is too tight to comfortably fit with one, then I think you've answered your own question.
