Bottom Bracket Install

I have a Hard Rock Specialized Ultra; I have a question about the bottom bracket.
It has a BB-CS10 bottom bracket, shell width: 68mm, BC 1.37 x24, D-NL, 122.5mm (200GS)
The integrated or fixed cup of the BB is on the left side and is installed of the left side of the BB shell.
The plastic cup is installed of the right side of the BB shell, the non-drive side.
The fixed cup is on the left side, but the drive-side, (chain wheel) is on the right side where the plastic cup is installed.
From the various literatures I have read, the fixed cup should be on the
chain wheel side, the right side.
The fixed cup on my BB is on the non-chain wheel side and not on the drive-side other, shouldn't™ that be the other way around?

I've seen this on a Cannondale from the mid 90s. Maybe it's just a way for a manufacturer to get around a Shimano patent.
