Mine's the opposite: I use plumbers' friction tape: thin but grippy.

At least a few of the felt TT bikes ship with grips on the bullhorns.
I prefer standard bar tape. 1 roll (1/2 of a standard handlebar) works for all 4 areas that would need it. I understand that any grip unnecessary on the brakes in most racing situations, but I need to ride my TT bike on real streets sometimes, and I'd rather not slip off the bullhorns if it gets bumpy or I'm tired etc.

I didn't tape the aerobars on our tandem. In training I always was riding with gloves, and it was no issue. In the first actual TT, I didn't wear gloves, and with sweat, the carbon bars were very slick. Spent 40km's trying not to slide off.
