Buy a Reynolds 853 - it will do everything you ask at a fraction of the cost of a Ti frame.
A Ti frame won't rust - but that's also true of aluminum.

One of my favorite things about unpainted Ti is that if I scratch it...who cares. I can buff it out with steel wool and BAM it's brand new. Even if steel rusts, it's not going to rust ALL the way through, it'll just look crappy when you scratch the paint.

The titanium Motobecanes from bikesdirect.com get good reviews and may be the best deals out there.

Ti is great choice, should last your lifetime. There are so many to choose from, but I've been very happy with my Merlin Cyrene:

Lynsky, Moots, and IF all make great bikes. If you need/want custom, I had an excellent experience with Seven. Not only does Seven build the frame to your exact dimensions, you get to spec the ride you want. They use different size tubing to alter the characteristics you want. I chose a lightweight ride but want the rear to be very stiff with little flex when I sprint or do steep climbs.

Figure out what you want your bike to do. Specifically shaped tubes can make a bike that's a lot different than just straight tubes. Some frame builders only use straight tubes.
I have two Ti bikes. One is a Dean El Vado, and the other is a Lynskey R330. The Dean is made from straight tubes and not really a race geometry. It rides like an old Cadillac, soaking up all the bumps in the road. But it's noticeably less responsive and flexy. The Lynskey is made from shaped tubes and is more of a race geometry. It is very responsive and not flexy, but still handles road bumps just fine.
My Dean is a good bike. I'm sure there are other Ti builders who make good bikes. However, I recommend Lynskey. They are the masters of the craft.

A small downside is that it will often take several months from going on paper to the builder welding and sending out your frame.
However, the main downside with going custom is that it will most likely cost a fair premium over just getting a Ti bike off the shelf, especially if you are getting Ti S&S couplers fitted to the bike.
A major upside is that you can specify exactly what you need out of a bike. For example, if you want clearance for fenders and fat tires but want to fit regular, short-reach calipers, a builder can do that for you.

Hampsten's Travelissimo bike is welded by Kent Eriksen (founder of Moots) and their stainless steel bikes have an option to be welded by Independent Fabs.
I decided to go with Steve H. because Andy already looked at my fit and it's just really easy communicating back and forth with Steve and Andy; plus, I have never seen a Hampsten on the road in the US (haven't seen an Eriksen either to be fair). I got a chance to see Hampsten's weld quality when I was in Italy and it's comparable to Moots and Lynskey.
