$600 for this Steamroller?

Looking for a new bike to build up to use as a winter bike and workhorse to compliment my current 722TS. This guys asking $600 and I'm wondering if I should try and talk him down.

how many people even fit a 62? this is either a plus for the seller (rare) or a minus for the seller (3 people call him, 2 flake and you offer 400. no one else calls).

I ride a 58cm race bike, but I'll ride up a size or two in a city-bike for less drop.
