Sure if you're experienced you don't usually need a torque wrench but when you're dealing with expensive light parts it's MORE important to use one, and use it...

You guys are making this way too complicated. Get 700c wheels, hack the canti bosses off, drill the fork and bridge, install long reach dual pivot calipers, never worry about the brakes or wheels...
