You mean on the wheel well? I covered the section of the rim , but it is not touching the sidewall . So I don't believe it's a burr. But I'll still sandpaper that area anyway. Couldn't hurt.

Lol..correct. the wheel side...not sure why that was confusing . I'm blaming the wheels, not the tire. So common sense would lend you to believe it's the Wheelset (wheels or rim side as you noted).
