I would agree with mid 80's for dating on the frame set. Looks like a nice frame but the paint and frankienbike build a big turn off for me.

That doesn't look like a crack just some ugly but OK welding pretty common on even high end 90's alloy MTB's.. I have owned couple that had pretty much thumb nail welds that were fairly high end.
