I had to send my purchase receipt from the eBay dealer I used.

Replacement arrived in about 10 days.

You are correct, there is no tilt adjustment once the clamping bolt is tightened.
That one bolt serves two purposes, it clamps the saddle rails and holds the tilt adjustment at the same time.

My GRX RD does. It's a lever you physically move to engage the clutch.
It helps stop the chain slap over bumpy ground.
