As Garthr recommended, I installed a 116mm bottom bracket and there is plenty of clearance on the inner ring and the chain line is improved.

The spacing on this frame is 127.7mm...

The other is from the center of the bottom bracket to the top of the top tube.
If it turns out to be a 23" or 23.5. we may need to talk.....:)
