That can only be answered by inspecting the bike in person. Given the quality of the bike to begin with, and how much rust can be seen in the pictures, I know I wouldn’t bother even for less than $50.

For what kind of riding? If mountain biking I might prefer the suspension fork on the Raleigh. For a townie, commuter etc. I’d go with the Schwinn. Both are of similar quality in my opinion.
