Check wheel dish before or after adding axle spacers?

I need to add 4mm to my hubs OLD to match the rear fork ends. I dished wheel after adding the spacer and seems off so should I have dished it before adding the spacer?

Well since my dropouts are out of alignment height wise I'm guessing that's why...

Thanks for the advice. See the issue is the wheel in centered in the seat stays but not the chain stays. I think the frame twisted when I removed a seized seat post.

Here is from side view its a curved seat tube so twist is hard to see. It twisted after I had to get a seized seat post out. And you can see in 1st photo that the built in seat clamp is off center...
