Erm, if the top cap is off, then you must have unscrewed the the bolt holding it in place, right? Which then leaves nothing in which to break off an allen key... unless you poked one in the star-nut...

Yeah, that's what you get anywhere outside the UK. The workaround I've found is to use Tor Browser, to re-route your traffic to a UK 'exit node'. Worked a treat when I was last abroad :thumb:
