Yes, I'm in Waterford, CT. Niantic is the next town over (part of East Lyme). I think the toe straps are great! :) I've ridden clipless (mountain, mostly), and find I prefer clips & straps.

Sometimes yes, mostly no. the 700c rims are ~4mm smaller than the 27" rims, so your brake arms might not be long enough. I have built several sets of rims using the Alex 404s without any issues,...

Both BB cups unscrew top going forward, if that helps -- I have a super mirage frame that was crashed -- badly bent fork and rear seatstay and chainwheels.
