Where are you starting from? I live in Westwood and ride PCH solo all the time. You have to be vigilant with traffic, but it is safe enough if you take the lane at appropriate times. Plenty of places...

Agreed. I'm no Armstrong fan, but the benefits USPS gained from Lance's false claims likely far outweigh the damages, especially more than 8 years after they dropped their sponsorship!
