It seems more like a racing bike with jerry-rigged fenders than a randonneur; no eyelets or other concessions to bad weather. Also the high shipping cost from France makes the deal not so good.

Sturmey-Archer makes new hubs similar to your AB, but I don't know if their brake shoes interchange with your 1982 hub. If not, a motorcycle or moped shop may be able to provide new friction material...

V-e-r-y nice. Why not put it together and try it out? If you don't want to keep it, it will be very easy to sell the complete bike for pretty good money and the extra parts will also do well.

I doubt you'll find one already built. Any shop that has been around should have plenty of sturmey-archer AW hubs, though, and would probably fix you up at a reasonable price.
