For tubular tires, they usually called them 26" instead of 650c. But they are the same.

I think the home-brew handlebar clamp ruined the bike. That's not going to hold up - it needs more triangulation. And the welds look out of place when the rest of the frame is beautifully fillet...

The period correct disk wheels would almost certainly be tubular though. Finding a 24" tubular front wheel will be challenging. finding 24" tubular tires even more challenging.
