I make a lot of small frames, so it happens to me all the time. A couple of the smaller frames had around 25mm of butt left on the top tube, at the at the seat tube joint.

I've done several frames with those same tubes and slightly ovalizing works well. I've also just rounded the ears with a file and then flattened them slightly to make good contact with the seat tube...
